• A fence on residential property may be up to 6′ on the interior property lines. A fence standing between the house and any street may not be taller than 4′.
• A fence may be built up to the interior property lines unless an easement — the City's or a private party's — runs there. A fence proposed inside a City public drainage or impoundment easement needs an Owner Acknowledgment form filed with the application.
• On a residential corner lot or through lot, a fence, wall or hedge in the secondary front yard may exceed 4′ and reach 6′ only if it is set back at least 10′ on a corner lot (5′ on a through lot), the finished side faces the street, and one of the city's buffer conditions is met: an approved buffer yard, or an unimproved right-of-way or alley, or a position 15′ or more from the right of way on a corner lot.
• The permit fee is based on the cost of construction in $1,000 increments: $75 plus a $10 technology fee for the first $1,000, rising $15 for each additional $1,000 of value.
• Barbed wire is not permitted on residentially zoned property except in RE-1 (Residential Estate), and there only to contain permitted animals.
• Where the requirements cannot be met, the application route is a variance heard by the Board of Zoning Appeals.

Do you need a permit? Yes for most fences. Chesapeake requires a permit to install or replace more than 8 linear feet of fencing, and always for a fence serving as a pool or spa barrier. Applications go through the city's eBUILD system, and the city asks for a copy of a physical survey or site plan drawn to scale with the proposed fence location clearly marked, the buffer yard marked where one applies, and an estimate of the fence cost.
