• A fence permit is required to erect any fence inside the city limits. No permit is needed for agricultural uses, for garden or pet fencing inside an existing perimeter fence, or for replacing less than a third of an existing fence's facing.
• In a front yard a fence is limited to 4' and must be at least fifty percent (50%) transparent — the code's own example is a wrought iron or picket fence with openings the width of the picket.
• Everywhere else the limit is 6'. It rises to 8' only in stated circumstances: the abutting use is non-residential, the fence is in a rear yard away from a street right-of-way and both owners consent, the fence is more than 50% transparent overall or fully transparent above 6', the topography requires the height, or the adjacent right-of-way is wider than 120'.
• A fence directly abutting a public alley is limited to 6', and one in a street side or rear setback abutting a local or collector street must be set back at least 10'.
• Within 25' of the right-of-way where two streets meet — or within 8' of a street and alley intersection — no fence may be more than 25% solid or more than 3' tall. Height is measured from ground level on the higher side of the fence.
• The finished face, opposite the structural supports, must face every public street and public parkland. Allowed materials are wood, stone, rock, brick, fencecrete, decorative wrought iron, chain link and welded wire; vinyl and PVC may be approved during permit review.
